That is a graphite applicator bulb.Found this in my stuff that my hoarding tendencies kept me from throwing away. I was leaning towards desoldering tool, I was wrong.

Well, got out a magnifying glass, and looked at it once more.Hemi71x -- Miller tool 7914 is described as parking brake gauge.
This tool is used for setting proper tension on parking brake cables on Monaco vehicles, 1990 thru current. Info from 1992 Miller tool catalog.
Is 4836 clearly stamped on the tool because that number doesn't seem to be in any of the catalogs from the 70's thru 2000.
The J number sounds like a Kent Moore tool.
