I see a lot of them have replacement engines. Many of the STIs were abused heavily with cranked up turbos.

Any decent fix will require stripping down to good paint and sealing before new base/clear at a minimum.

Ditto. I didn't think the XE cams were really worth it for the street. Some report them to be noisy too. Maybe there is something between the repro '68 4 speed cam and the XE268 for a stockish 340 but I'm not losing sleep over it.

You have rapidly advancing timing so yes put it back to where it was. As usual with these kinds of problems, start with a basic tune-up and go from there. ps I'm not sure if I am one of the anointed 'smart guys' but take all internet advice with a grain of salt :)
