The 1962-1970 front pumps had the cover over the vent because the pump body had a different vent. The 1971-later pumps (which you have) had nothing there so yes that is normal. But it doesn’t hurt to put a plate over it.

It all depends what you want. $30k isn't bad for the car if the paint and body are good. If you want to return it to dead stock you'll spend some money though. The correct air cleaner is $1000 (still looking for a reasonably priced one). If you want a nice matching numbers car I would expect...
