I have a 1965 Barracuda With the original 13's. Does anybody make a disc brake kit to keep the original 13 inch tires hubcaps?
I don't think so. Every front disc setup I've ever seen was 14" wheels minimum, and some are 15" minimum. Perhaps there is something out there, but not that I know of.
Or swap out to 14" tires and wheels. They are cheap at wrecking yards. Then you can run Kelsey Hayes or Dr. Diff front discs. I'm running SBP 15" rims on my 66 Valiant.

Many, many posts about disk kits. Many are just the 1973+ factory disk spindles and brakes. See Scarebird, Wilwood, SSBC. For K-H, you will be searching for rare and now-expensive parts, unless you luck across a 1964-72 disk car in a junkyard.... Where can I locate the front disc kits?

I noted that Scarebird's site says both 14"x5 Rallye wheels and 14" poverty rims fit over their 9" drum kit. Seems I recall previously they said one type of wheel didn't fit, so perhaps they changed the design. I wish they wouldn't use slang since I don't know what "poverty rims" means (cheapest stamped steel wheels?). The kit interferes with a factory sway bar. Gandy Dancer needs to find if his car has 9" or 10" drums since the spindles vary and thus the proper Scarebird or Wilwood brake kit to order.
