Was the engine bay sandblasted and never primed/painted?

The rust spots you can see on the cowl- are they holes that go all the way through?

If they're not, how are the cowl vent areas?

The car was out of my hands for nearly 20 years, so I cannot attest to what occurred in the engine bay.
I included several under dash / cowl pictures in my previous post.
If you would like specific areas photographed, please let me know and I'll try to take some additional pictures.
