If you look at the detail pictures, it is obvious that the car was taken apart when it was painted. If you google images of these cars you'll find quite a few of these cars with painted bumpers. Could it be a factory option, or is re-chroming just too expensive?
 
I hate it, looks tacky to me, and cheap
like they cut corners redoing it

Painted bumpers were a factory option, not just on the B bodies but the E bodies also.
BTW: GM, Ford & AMC were doing painted bumpers too.

don't care who all did it
as long as it has the design of a "add on" it should be chrome
if it is designed as a "part of the body" it should be body colored

take for instance the chrome section of a 68 fireturd
that would look better in body color because it is molded to the body
 
1975- not the most beautiful vehicles hitting the roads that year...that said, those Roadrunners are somehow really charming. I'd drive the hell out of those.

While terrible performing, mid-late 70s cars are pleasant riding and often pretty roomy...a stock 318 2bbl with the right gears might make for a nice (if thirsty) daily driver. All of the mechanical parts are easy to come by...just take care of that body/interior.
