Are harmonic balancers for a 68 / 69 340 Forged Crank engine interchangeable with a 70 / 71 forged crank 340 engine and vice versa ? I know the timing marks are located in different locations to allow for different timing covers but can they be swapped with one other without any other complications. ?
 
The 68-69 340 balancer is the same balancer as the 67-69 273 and 318 FYI. Or rather same part number. A few years back, at one of our small local swapmeets-a guy had a NOS balancer, he had 273-318 written on the box. I knew it was the same-I scarfed it up for 10.00.

Yes. The '70-1 will work too if you re-mark the timing slot for the early passenger side timing marker. '72-up internally balanced ones will work too with the same timing mod and also slotting one pulley hole.
 
I'm running my original 273 damper on the 340 in my 65 Barracuda, along with my original 273 timing cover, brackets and pulleys - which are the same as 318 poly that year.
 
Yup, pretty much all the small block internally balanced engines can swap around the balancer. The differences being the timing mark location and even or offset pulley pattern.
