360 heads??

couldent 360 heads be milled to get the compression back.

yes. You just need to know that the intake will also need to be milled, and the pushrods will need to be checked..they should be too long after the milling, so shims or shorter ones will be in order to keep the lifter preload where it should be. the 318 4bbl engiens in cop cars and stuff were just the heads and intake, witha cam change.
