Epoxy a blank in it, Bolt a fender washer in, Tap and use a threaded plug. I would try to thread it and use a threaded plug.

When you thread it you will need what they call a pipe tap.

Wouldn't even waste my time with it.
Do you really want to take the chance of sucking a bolt, washer into your motor ?
Crazier stuff has happened. On top of that, what type of flow, or lack of, will you create ?
I think you would be better off leaving it the way it is.
Better yet, sell it to your neighbor, and get yourself a non smog/egr intake.
