I have a 1978 440 block with what I believe is the original crankshaft.
I am wanting to build this block and think the crank is cast not forged. My question can this crank be shaved .010 or do you have to have a forged steel crank?
 
Sure a machine shop can grind your cast crank if it's serviceable. Take it to a good shop and they can check it, grind it, and tell you what undersize bearings to buy. Cast crank with correct external balance components will work fine in street to moderate race applications. I have a cast crank in my current race car because I had a new one sitting on the shelf and it works fine.
 
I found a guy that says he has an early 70s 440 steel crank in this like. Not sure if I should trust, look pretty rusty

Only your crank shop will know for sure... Depends what are building, if max power you're buying an aftermarket crank anyway, if on a budget, use what you have if the shop says good. Remember if you change to steel crank, you will likely be going to internal balance and also need a different damper, flex plate etc.
 
A cast 440 crank is good to 500 HP IMO. If you go with a forged crank, you'll need to do what Outsder mentioned.....along with a complete rebalance.
