check out the bottom pic. the speedo cable has some type of lock on it. anyone seen anything like that before? maybe a cop/govt/rental car?

I remember an uncle waiting on the new company car he would get every year and talking about a speedo lock. Getting a red convertible we couldn't take to the beach. 44 years ago. We kids did get to ride in it...
