It was my understanding that 66 and 67 A body and 67 B body bucket seats are the same frames.

I bought from a member here real 67 A body bucket seats and I found in a wrecking yard 66 A body bucket seats.

I have taken the fabric off of both and they are not the same.

The 67 back has the framing provisions for head rests, where the 66 do not.

Functionally and dimensional they are the same as long as head rests are not being used.

The bottom seat frame is identical 66 to 67, I did not take a photo of them.

I assume the head rests was not an option in 66 so when they made them an option in 67 they redesigned the seat back?

What does the brain trust say?

I thought wire feed welders were a relatively new tool.

The law was Jan 1, 1969.

From 1967 model year to December 31, 1968 they were optional as far as the govt was concerned.
 
Head rests became available in 67. It makes sense that the frame would be redesigned to support that option — they wouldn't want to be messing around with two different frames on the production line.. We should probably be more precise, and state that "66 and 67 seat frames are identical EXCEPT for the provision for optional headrests in 67". But most people are really just asking, "Are the foams and covers interchangeable?"
 
To my understanding, headrests were mandatory by law January 1st 1968. You just got believe auto manufacturers knew it was coming much earlier than that, like in 1966 already.
