I'm trying to replace the old column shift steering column with a 4speed style. How does this come apart?

Or harmonic balancer puller. EVERY body should have one, and you can buy them ANYWHERE. Be sure you check it out, as modern ones are likely to come with all or at least partial metric bolts. Buy a good one it will last you for life. Lyle, KD tool, a known brand name.
 
If you're replacing the entire column, there is no need for that to come off? 3 bolts on floor, roll pin at coupler under hood, should be good?
Oh and 3 under dash that bolt thru column support to dash.
