Does anyone make lower rear fender patch panels with the rocker bolt area on them for front fenders on a 68 barracuda.

Nope you will need a lower section of the inner brace along with lower patch panel

I needed one about 12ish yrs ago , found it on ebay ,needed a little massaging tho , I had to mig the back edge to get the contour right , and had an excellant body man at the time too ...

So that being said. Would the inner brace from a dart of the same year be similar enough to modify to fit properly into the lower section I found on ebay?

Yep sure would I’ve done exactly that on my passenger side fender. Used a lower section of the inner brace from a 72 dart.
