68 valiant hood hinge upper pin loose

Hi. I have a question on how to go about re welding or replacing the passengers upper hood hinge pin. The welds came off and I can't get it from the back. Looks like a hard place to try to reweld it. Was thinking about taking the pin out and trying to get a collared bolt in there. Anyone come across this?

I will when I get back home. The pin is still there. It just wobbles around because the welds are gone. Im not a welder
