69 Barracuda fender dog leg repair

I bought a set of used fenders that are in really good shape besides a little rot in both dog legs. I have found the patch panels if needed, but one side is missing the inner support/bolt flange at the bottom of the leg. If anybody has any input, I would greatly appreciate it.

We've seen that fabricated from small pieces of sheet metal. 1.5 wide maybe? Bent 90 degrees. Inner layer to beef up the skin doesn't have to be all of what OEM had. That just captured debris and caused the rot anyway.
