69 dart 340 car with writing on rear quarter??????

I purchased this car from Oklahoma and when I got it home I noticed writing on inside of the rear passenger quarter in seam sealer, quarters are believed to be original, anyone else ever see this? Car is a original 340 car made in hamtrack mi, and I'm not sure what the saying completely says but it's something about lock pillar on the door??? And writing goes down the whole quarter

Really clean car, bought a 68' 340 but upon further review I was sold a motor that had a cracked timing cover with bondo on it, mismatched heads, needing new bearings, in what I was told is a new motor with short run time
