I know the 69 M-code GTS/Cuda had painted valve covers rather than chrome but most of the restored cars that I see have a chrome breather/filler cap. Is that correct? Looks weird to me.

I've never seen a properly restored M code cuda or Dart with chrome valve covers. Have a picture of the ones you've seen?
 
My bad, but no, no chrome anything in the engine bay from the factory.
I don’t think so either but most of the pictures that I have found of “restored” engines have painted valve covers with a chrome breather. I’m painting my engine today, not that I’m a stickler but I want it to look right. I have a nice black breather but thought I should look for a chrome one.

After looking at a magazine article I believe you are correct about the chrome breather cap being original. Good luck
