My car that's in your photo here was/is a 727 auto. w/ column shift.
Don't know if that helps with your question, but I thought I'd throw it out there!!
Hope you get a definitive answer.

Yeah duster has manual shift was born with this and look like the column havent been bother but some what mystery.

MaMopar was not perfect when building these cars….. what’s the inside car part of the column look like?

Yes 1970 used a reverse lock out. I am told this was a one year deal. Not completely sure on this though. Someone will pop in here and let you know. I know the linkage rods are difficult to come by. If you have them keep them close by.Best I can do on this one. Swingn’

Yes it is one year only but my 340 duster order factory 3 spd manual but that only on 4 spd so i know mine not have that reverse lock out option.

I assume you mean the lever on the column between the firewall and the coupler. Even floor shift transmission have that in 1970 for the column/key lockout feature. There was linkage that come up from the transmission that attached to that lever. When the transmission was shifted into reverse (I believe, or, was it first?) that would rotate that inner column tube and turn an upper collar to allow the key to be removed. They did away with that in 1971 where they just had a thumb lever on the collar to do the same thing.
