74 duster dash wire harness.

I would think so, unless, the issue of ralleye/ vs standard cluster is envolved, and you should be able to modify that

That's what I was wondering if the 74 valiant had the seatbelt interlock,or being mine is not hooked up if it would matter?
 
The seatbelt thing is easy to fix. There was/ is a small box like a horn relay in the engine bay with a large red reset button. The yellow "start" wire goes through that. Permanently splice the yellow start wires to/ from the relay, you can unplug everything else associated with it
