I have 2 chunks, both 742 case 1 a 3:91 sure grip the other a 3:23 open can I take the 3:23 ring and pinion transfer to sure grip case and have a 3:23 sure grip ?

You would have less work to keep the pinions and gears to their respective cases as the pinions are set to case when dialed in and assembled. You can take the sure grip out of ring gear and swap it to the 3.23 ring gear. Then you only have to set backlash of the ring gear to pinion. That is assuming that pinions and gears have good mesh and condition now.

Better to leave the 391 SG alone. Now go buy a new sure grip from Dr Diff to install in the 323

Sure you can . But the fact that you’re asking,I have to ask you. Have you ever done something like that? Do you know how to set pinion depth,gear lash etc. And do you have the tools?
