Anyone know this part? Found 1961 Corvair rear air grill

Good morning. Not sure what this part is. I am thinking cowl cover of some kind. Not sure what brand vehicle, this was on a shelf in my late FIL's garage who knows for how long? We have been searching and have come up empty....................... Any help would be appreciated.
