Ball stud bracket

This may be a question that's been asked before but I couldn't find an answer to it searching. I'm getting ready to weld on the bracket/reinforcement plate for the z-bar ball stud. It seems likes when I place it over the hole in he inner fender, there's no way for it to lie flat against the subframe for me to weld it to since the inner fender comes over the subframe a bit and creates a lip. Should I cut out the inner fender or just lay it flat over the hole and tac in the gap between the bracket and the frame rail? If someone has a pic of theirs that would be awesome.

Just looked at mine, welded from the factory. Looks like your 2nd pic. Don't cut out the section overlapping the frame.
