blowin' voltage regulators

I have a '72 duster . it was a /6 , it is now a 360 w/904 . I have added an msd box. Now my problem, before I added the msd it was blowing the voltage regulator. With the regulator hooked up it shows 17 volts at the battery. when I unplug the regulator it shows 12 volts with my handheld meter.I have replaced the regulator and it worked for a while ( showing 14 at battery , which I thought was right) then started showing 16-17 again which I know is too much. whatdya think?
 
I'm not running a ballast resistor with the msd ( per msd instructions). I will recheck the vr ground but I'm pretty sure it's got a good ground because it's bolted to the firewall.
