Brake Reservoir Cover Leaks

Before I weld these up, is there supposed to be holes or vents in the circled areas? I noticed the naval jelly penetrated all the way thru the cover as I was cleaning it up. Thx!

Sorry, after cleaning it up more, it became obvious that they were meant to be.

Need venting above the gasket or it will create a vacuum on the reservoir side as the fluid level changes.
