Bumper Bolt Torque

Anyone know the correct torque for the bumper-to-mounting bracket bolts for '68 Barracuda? I was re-installing my repaired bumper, got to about 25 ft-lb and the head snapped off the first bolt. These are the round-head bolts that fit into the square hole in the bumper.

Don't know the exact spec but they should hold up to a lot more than 25ftlbs.. Must be the bolt was defective - either old and cracked or new and Chinese.
 
Purple Haze had the ticket. These are 3/8-16 soft steel bolts with a pressed on stainless cap; good for only 20 ft-lb. I replaced them with solid 18-8 stainless carriage bolts, also only good for about 20 ft-lb. Thanks for help.
