California DMV ripped me out of my parts.

I've lived in CA. all my life, and I agree with you. It's the politics of those in charge. Cancerous, big city ideas continue to spread..
The rest of us 'good folk' don't like it much either.

This is a relatively new law and most probably don't know the details of how it works.
This is a California State thing and not some local planning abatement ordnance.

I dont understand, how can they take his car? It's his, he owns it, isn't that theft?
I can see they giving a fine but they shouldn't be able to take the car?

I live in SoCal. Back in August of 1992 my family and I were out of state on a short vacation. I'd left my '83 Hurst Olds in my driveway at home - it was under a car cover and backed in to the driveway so the trunk was closest to our house. None of the tires were flat and it was not an eyesore. I had not yet started a restomod project on it.
When we returned home the driveway was empty.
After calling the city police to report it stolen, I found out it had been towed out of my driveway because the registration wasn't current. That meant someone had to come on to my property and lift the car cover to check the registration tag. I couldn't prove it but I'm certain the culprit was my across-the-cul-de-sac neighbor who didn't like it sitting in my driveway. He had recently been elected to the city Planning Commission and, I'm certain, complained to code enforcement.
When I was able to contact the yard it was in the following morning I found out it was scheduled to be crushed just a couple of days later. I ended up getting it back after paying the storage at the yard and catching up the registration.
My neighbor and I never spoke after that. I'm not sure what might have happened if my Hurst Olds had ended up crushed.
He moved back to Ohio several years later.
 
I've always been of the opinion that if it's your property, and you're paying the property taxes, and it's not an environment or health hazard to you or anybody else, you should be able do what you want on your own property. But hey, that's just me.

Seems like California has 2 types of people... hot-rodders and classic car enthusiasts, and then everyone else who hates old cars and are all up their own a$$es about protecting the environment and having the government control everything.
 
Well I happen to be one of the ones who like it here in Calif. So here's the deal; instead of making yourself and everyone around you miserable, leave. I promise you you won't be missed. Oh, and by the way, I'm "good folk" as well.

What's the point? Do we really need to get into that? Not talking specifically to you but all the people on here who feel the need to call out and label liberals and democrats so all their openly conservative friends can jump on the insult wagon. Grow up and give it a break, leave that garbage for the N&P forum.

I told a few buddies, wait till insurance companies mandate you cant work on own car. If in an accident and you did the work, you are on your own, at fault or not. It ain't a stretch...

I'm not a democrat, I just think it's childish to call people names (around here democrat is clearly a dirty word) like that and blatantly bring political parties into the discussion. FYI I've voted independent Libertarian every election since I was old enough to vote (2008, 2012, 2016) but if I was a democrat I wouldn't have reservations admitting it.

It would be just as dumb for someone to make a comment "Oh you must be a republican"... Just like if I was parading around that I'm Muslim, nobody really cares and if they do there are other better places to talk about it. I learned my lesson about that the hard way some years ago lol.
 
just like everything else, all it takes is one or two bad apples, and everybody has to be punished. You have some fly-by-nite guys carelessly dumping their gasoline, oil and grease, and antifreeze directly onto the ground, and then disappearing, leaving the State on the hook for an expensive environmental cleanup. That happens a few times, and I can understand the legislature getting involved. That said, they need to punish the bad actors, not a small-time hobbyist, who is not violating the spirit of the law.
Times change. Years ago I owned a house that was built around 1920. The garage floor was concrete, but it had a big rectangular blocked-out area in the middle of the pad. At first I wondered why anyone would do that. Later, I figured that the old cars were leakers, so rather than letting the grease and oil accumulate on the pad, they just let it drip onto the dirt. And I guess when the oil needed changing they probably drained it directly into the dirt. Nowadays, most people would be horrified by that, but back then it was no big deal.
 
I need to read this law but from what I have seen of it if you buy a parts car for your project there is nothing illegal about that.
That being said, selling off what you don't need may be a different issue. Discard the carcass first or draw and quarter it first, so all you have are parts, (nothing with a VIN). Again this was designed to go after chop-shops (I think), where on most newer cars everything has a VIN.

Like I said, I need to read up on this, not that I am taking on another project but it would be nice to know.

I did not see in the posts what city in California this happened. But, this is the second time this year I have heard of this happening to someone in California who was restoring a car in there garage. He had two cars. One being used for parts to rebuild the other.
 
Per DMV handout:
DISMANTLER DEFINED Section 220 of the California Vehicle Code (CVC) defines an automobile dismantler as any person who:

(a) Is engaged in the business of buying, selling, or dealing in vehicles of a type required to be registered under this code, including nonrepairable vehicles, for the purpose of dismantling the vehicles, who buys or sells the integral parts and component materials thereof, in whole or in part, or deals in used motor vehicle parts. This section does not apply to the occasional and incidental dismantling of vehicles by dealers who have secured dealers plates from the department for the current year whose principal business is buying and selling new and used vehicles, or by owners who desire to dismantle not more than three personal vehicles within any 12-month period.

(b) Notwithstanding the provisions of subdivision (a), keeps or maintains on real property owned by him, or under his possession or control, two or more unregistered motor vehicles no longer intended for, or in condition for, legal use on the highways, whether for the purpose of resale of used parts, for the purpose of reclaiming for use some or all of the materials, whether metal, glass, fabric, or otherwise, or to dispose of them, or for any other purpose.

That would mostly mean more brake and lamp inspections... but how to gauge and implement it would be tricky.

I was just pointing out how what he's saying is perceived by others and might not be the way he intended it to. That's another thing, just because someone criticizes another's comment doesn't mean they want to silence that person or ban those words from being said. If my post didn't inspire just a little bit of thought then so be it, y'all continue on your merry way... when I make a point like this all I hope for is some extra thought.

To clarify I'm not insulted, just annoyed and tired of people thinking that way "in the grand scheme of things". But I'm just one person, and these are just my opinions.

The tread was formed around the politics of california, I think you missed that
point. My comment was directed at the democratic leaning law makers of Cal. Dont
give a F about how you voted or how long.
 
I ask someone I know at CHP this is what they told me and possibly what is happening

“Code enforcement can remove vehicles from private property without a warrant. I’ve always had an issue with that... it’s a County Code they use”

Whereas that may be true in some cases, it was a STATE law that was being enforced.

Need a permit/permission to sell your own stuff. Bummer
