Carter 1 bbl..?

I notice that the vacuum advance line from the carb (Carter 1bbl) always has vacuum. Unless I'm wrong and If I remember correctly, it should be ported vacuum not constant. Is this correct? If so, what could be the issue? There are no other ports on the carb to use.

I just checked mine a few days ago and it did NOT have vacuum at idle. Increasing the speed of the engine did produce vacuum. This on a 64 225 slanty.

Hmmm,.need to look into this more. I even rebuilt the carb yesterday. It was like this before the rebuild and after.
