Chrysler inner wheel bearing grease seal

It seems that no matter which seal driver I choose, it is going to be trying to drive the seal in by contacting the seal rather than the steel ring. Can this possibly be the correct way to install it? Won't I wreck the seal by trying to install it this way?

You just haven't found the right driver. I use a large 4-wheel drive socket that fits perfect. Or use a piece of large pipe. Driver sets often don't work.
 
I assume you are using universal driver such as the HF ones. You need a tubular driver AKA a piece of tubing that only contacts the outer rim. You can make one, large pipe or tube. Be imaginative. If you don't have access to a lathe, see if a pipe size is close, then slot it so you can expand or contract it in diameter to "loosely" fit inside the axle tube
 
!!GREAT!! I've driven more than one seal/ bearing with some old junk laying around
