Clutch linkage Clips?

When installing the horse shoe clutch linkage clips. Do they go around the linkage rods or do they mount outside the rods on the ends of the Z- bar studs?
It has been almost 30 years since I played with 4 speed and I'm having to relearn the details all over again...

I agree with daves69, that's how I've always installed them.

That's the one. In fact, I just took a look under the dash to check the one clip that has not been removed. The one to the clutch pedal and I see that it is attached on the outside as in your picture.
