Console tach placement

Im about to install my N85 console tack on my new console top. It is a 69 Dart with a 4 speed.
Does anyone have any insight on where it should be mounted, or maybe a measurement or template?
I've seen a few pics, mostly automatics, but its difficult to know the correct angle before I drill through the new top.

Take cover plate off console, flip it over, and look at the underside. Theres markings where it needs to be drilled.
 
Here's some measurements I used, courtesy of Jim Lusk...and lastly, a pic of mine installed....

Do you have all the other required parts to mount it?

Yes. I believe I do have all the parts.
Gasket.
Hardware.
Base.
I'll have to check on the spring, I think its behind the washer and bolt.
