If you pick any one dot and cover all the rest you see that the rotating dot is actually green. It is still weird that it does not look green when you try to follow it.

The eye will always see the opposite color on the spectrum when you look away, try it with any color look at the color then look at something white.

Close your eyes after looking at it and all the dots are green.
