You are generally right, but I sold several 71 Duster with the scoops
ordered from the factory when they were new.
Several Stock Eliminator Dusters still currently run them.
A little gorilla tape and yarn might put some proof in that pudding. Your assertion is hard to believe but could very well be true. The later twin snorkel common scoop is more effective. But really only because 1% gain is better than zero percent gain.

As mentioned, air touching the hood is basically stationary, and the further you get from the hood surface, the 'faster' air is moving (in other words, vehicle speed).
Cold fresh air is better, but with no ducting to the air cleaner and no speed, the twin scoops are, as mentioned, heat release. I wouldn't be surprised if air flows OUT of them at freeway speed.
When I think about the ten square feet of grill (and underhood , via radiator) getting highway speed air at full blast, compared to a third of a square foot of scoop opening that's tucked up next to a wall, it's not unreasonable.A little gorilla tape and yarn might put some proof in that pudding. Your assertion is hard to believe but could very well be true.
Those twin scoops don't do anything but slow you down and look ridiculous
