Dart sport column lock cylinder

I got a call from a young man that is just getting into Mopars. He has a 76 Dart Sport, and had the column lock cylinder lock up on him. I am 50 miles away from him,what does he need to do the get the old cylinder out, he has the wheel off already? My truck has a tab that you push, but he can't seem to see it.

Key in the Cylinder, then push the Release Button.
