Dash pad

Bought a redone dash pad from a member here quite some time back and its missing a couple of bolts. Anyone have suggestions as to which and how to
attach new ones?

no easy way really, you may be able to drill and tap it and use short bolts, I doubt you could even tig new studs to it without sending it up in flames.

It looks like the original bolts are glued in somehow using some type of black goo. Anyone know what it could be?
