You are talking about the dash pad. They can be replaced, recovered, or capped. The dash cap is fairly cheap, but it looks like a cap. Places like Just Dashes recover (it's more of a complete rebuild) for around $300 (last time I checked the price). Used ones are out there, but they may look like yours in just a few months or years.
