I have had chrome valve covers before as well as chrome oil and transmission pans. I have always had a hard time getting them to seal. Is this just how they all are?

Even with good chrome parts it can be sometimes difficult. Chrome is slick and hard to get to seal. That's why I always use a sealer on the gasket and break my own rule on chrome parts. I only use it between the gasket and the chrome part.

Ditto. I mask off and remove the plating with a media blaster on the seal edge.

On things that have been chrome plated and need threaded into, use lots of teflon tape.
