Dust/inspection cover not cooperating

I got my 318 bolted back up to the transmission in the car (bellhousing and flexplate bolts in) and I can't seem to get the inspection cover on properly. Mostly, where does the round part go? Under the oil pan, or between the oil pan and flex plate? Anybody have any tricks for getting it on there? And what if I just left it off?

Round? take out the starter, loosen, and try again.

No, no, I have the starter out the whole time. I mean the half-circle-shaped part that goes under the crank/flex plate, not the round hole part that the starter goes in.

Never mind, I got it in after a little minor grinding.
