Ford question don't shoot

I'm trying to help my Pastor get his 97 Ranger pickup, 4 w/5 speed, ready for inspection.
No blinkers either side, flasher light on the switch comes on but no flash from them either. All other lights work, without it blinking I can't find the flasher.
Does anyone know where it can be found or what may be causing the outage? Fuses are good

Flasher should be plugged directly into the fusebox.

Do he flashers and hazards share the same flasher?
I cant say for sure but I would suspect so. Engineers find ways to lower costs.
Anyway... you definately want the problem to be a flasher rather than find it to be the multi-function switch in the steering column. Not easy or cheap to replace that thing.
When its truck lights I always look for shade tree quality trailer light wiring behind the rear bumper. Good luck
 
There are TWO fuse blocks. 1 under the dash and one in the engine compartment. Id be willing to bet its 1 of the fuses under the hood.
 
Some Fords have an electronic flasher that is used for both the turn signals and the 4 ways. The ones that I have replaced are blue in color and can be found on a bracket that is under the dash just to the left of center. There is another componet on the bracket as well whitch I think is the buzzer for the key.
