freshley rebuilt 727 not shifting to 3rd

What would keep a freshly rebuilt 727 from shifting into third gear? I have a Lokar kickdown cable on it and it seems to be set correct. Is there more than on way to connect the factory linkage? I want to be sure I have done my part correctly before I call the transmission shop that freshed it up. 2800 stall with shift kit installed.Could either one of these cause a problem? All other gears seem fine.
 
You can have trouble shifting into 3rd if the kickdown linkage is misadjusted. At what speed does it shift from 1st to 2nd?
 
Actually , I will have to drive it again to find out. but if I recall correctly it seems to be about 25 to 30 mph or so when it goes from first to second.
 
That sounds high. On a nice, easy pull away from a stop that's about where the 2-3 shift should be. Try adjusting the kickdown linkage one direction or the other about 1/4" and see where it shifts. Even adjustments less than 1/4" can make a difference.

Don't do much driving or any hard driving till you get it adjusted correctly.
