Silly question but start simple. Are you sure there is fuel in the tank? Ask me how I know
You could also disconnect the line at the carburetor and put it in a container. Then have someone crank the engine to see if the fuel pump is pumping. If you don't get fuel there, disconnect before the filter and try again. Could be the pump even though it's not that old.
