Bayerische Motoren Werke. Bavarian Motor Works. They built aero engines initially and the blue white symbol represents a spinning propeller.

Sorry for the redundancy, I later noticed others had already addressed it.

Documented use of the BMW symbol dates to 1918. In Mein Kampf, Hitler claimed to have designed the Nazi symbol in 1920. BMW and the Nazis were tightly intertwined through 1945 though.
