Grant steering wheel issue

I bought a Grant steering wheel with the 3314 install kit for my '70 Duster and have an issue with the metal 'block' piece that slides over the steering shaft splines... When I torque the steering shaft nut the copper contact plate on the back bottoms out on the turn signal switch and binds up the steering. It looks like my steering shaft sits a little too far down in the column. Is there any way to pull it out a little so I can torque the nut properly without it binding up?
 
OH no I didn't I was wondering what that sleeve was for... The instructions mine came with were pretty vague and didn't show where it goes. It's about 20* out now so I'll give it a shot tomorrow lol.
 
OK I couldn't wait to try the new wheel so I put it back together with the sleeve over the shaft and it works perfectly now! Thanks Badsport!
