Where would I find the manufacture date on my '69 Dart?

As far as I know it's on the VIN number or fender tag

Need Fender tag or broadcast sheet.

Fender tag, second row from the bottom, second set of digits from the right side. It's a 3 digit code, the set to the right should be six digits.
