This is a 70 Dart Rally dash and i would like to know what these 3 pins are for

Ok, I can see it now...

All three of those pins are the positive feed for the dash lights....

The other side with the hex head screw are the negative ground for the lights...

They are absolutely for the lights. I have no idea what the front of a rally dash looks like, but are they not indicator lights of some sort? It seems odd for 3 taps separated like that to feed dash lighting.

Connector may look same or similar to this ('67). Insulation colors may be the same but check the service manual for '70

I think the jumper is
So you can hook up tach lighting etc...
