It also has drip rail moulding, Rocker moulding, Body side mouldings, Wheel opening mouldings, Console, and it may be a radio delete car.

so can this be the right tag with a build date 8/28/1966 the car is a 1968

I think it might be the decoder used. For example, if it is this one, since it is for a 67, the year will be 1966 for any car made in August:
http://www.dodgecharger.org/cgi/f67.cgi

Question, is that 828 or B28?
August 28 or November 28.

The VIN will tell you the year, and some of the digits in the VIN are repeated in the fender tag and in the trunk stamping, (Darts have the trunk stamping, yes?). Oh, and the radiator support stamping.

Not exactly, but it should contain some info from the fender tag, (or vise versa, however you want to look at it).
This is based on my knowledge of my 67 Barracuda.
Judging by your fender tag, your VIN should be:
LP23 (letter code for the engine) (number code for the year, yours s/b an eight) (number code for the assembly plant, 2 is for Hamtramck) (6 digit sequence number)

So, from that and using B for the 225 engine: LP23B82123456

Your trunk stamp, and I think the rad support as well, s/b:
Year, plant, month, day, and the last 5 digits on the fender tag bottom row- but I think Darts have 6 digits there.

So, from your pic I only see 14: 82828140000

it is 828
should the vin match the fender tag?
828 is August 28th but the year would be 1967 on a '68 model year tag. The production year is usually from early August to the following July. The VIN is not on a '68 fender tag but there is some info on the tag that would have to match the VIN....year(8 and the type of fender tag match), engine(B and 21 both mean 225 6cyl.), model(L which is Dart), price line(P), and body style(23 which is a 2DR hardtop). If you have the broadcast sheet for the car, that will have both the shipping order number (that's on the fender tag) and the VIN. Chrysler Historical might have a bit more info but they're kinda expensive for what little data they supply. It would help verify what you already have and tell you where the car was first sold....that's about it.
Thanks, Mark

I sent $45 to Chrysler Historical and they sent me a copy of the build card, which is what the fender tag and build sheet were made from, along with a letter that explained most of the information and codes.
It was really great info.
I followed up a couple times and they sent me some more info.
The problem is they only have info up to 1967.
