Long ago I bought a Main Stay brand cd binder at Walmart. Its first leaf was a hard black and slightly textured plastic. That piece isn't present in later binders I've purchased. anyway... It has made quite a few of these shifter blinds including a couple shipped to fellow members.
Note the shaft hole in the blind isn't round, its oval. Have fun

don't have any pics, but the one in my Duster is from an ice cream pail (can't remember if it's from the lid or the bucket lol) and it's been in there for about 15 years.

Nice. I cut up an old five star 3 ring binder I had kicking around. Black plastic inside.
