Hood hinge question

Ok guys i need some info on hood hinge attachment. There are two mounting points for the hinge under the fender and i can see the groove for a clip on the bottom but not the top. What keeps the top arm in place? Also is there a washer between the clip and the arm to keep it tight?
 
This is a picture I took from the right side of my 72 Dart during tear down, clip on top and bottom with no washers, the hood hinges are pretty floppy with no hood attached.
