How can I bench test and light up a set of '66 Barracuda fender mount turn signals that are mounted into the bezel and have a plug in connector (solid metal push in connector)? Can I use a multimeter and car battery? Settings?

A lot of them have the ground built into the base that contacts the fender and sometimes it's hard to notice.
The light assemblies with only one wire have this type of ground.
It's just a small copper contact pad on the rubber pad that contacts the fender.

12v to the wire and ground it on that little tab and it should light.

If you just want to test them, use a common 9v battery and some alligator clip wires. It will not be as bright as being powered by a 12v car battery but it will verify whether they work or not.

I was out of 9V and did the 12V method, all is good ...thanks fellas

Those fender mounted lamps are a PITA! I find they lose grounds or the bulb contact goes bad. I hit em with WD-40 every six months or so. I also find you may want to take the bulb out, put it on a little vise on the bench and tickle it with your soldering iron to build up the solder bulb on the end so it makes contact a bit better. Good luck.
