How to put water/crank pully and harmonic balancer on

Ok so how do I put the water/crank pullys on and how do I put the harmonic balancer on.I cant get my crank shaft pully and my water pump pully to line up.Am I missing a spacer or something or do I need to put the harmonic balancer on with a a feller gauge behine it.

I have a set of 318 pullys that match will they work on a 360.

318 top = 2 3/4 deep
360 bottom = 3 " deep.... there is 1/4 inch difference

my water pumps are different from each other , thats why i have to use different pulleys. if your pumps are different , you will be in the same boat. are you not able to hold them on the engine and see if they will work? both my crank pulleys are the same exact 2 groove. its only the top pulley that is different.
